QBPC Signed MOU With Investigation Corps of Crackdown on Counterfeit and Shoddy Commodities Crimes of Chongqing Municipal Public Security Bureau

On Oct 30, 2018, the QBPC delegation, led by Vice Chairman Steven Wang and consisting of representatives from 11 member companies from Pharmaceutical & Medical Devices Automotive, Personal Care and  IT Industry Working Group (IWG), paid a visit to the headquarter of Investigation Corps of Crackdown on Counterfeit and Shoddy Commodities Crimes of Chongqing Municipal Public Security Bureau (重庆市公安局打击假冒伪劣商品犯罪侦查总队).  The delegation was also joined and supported by Michael Yu, Legal Committee Chair, Zhang Hongkai and Kelvin Liu, Vice Chair of Best Practices/Enforcement (BPEC) Committee.  The Investigation Corps attached great importance to the visit and warmly received the delegation. All major leaders in the corps including Captain Zhou Wei, Vice captains Wang Junhua and Song Yangyang and captains of specialized squads dealing with Food, IPR, Intelligence and Drugs related crimes attended the MOU signing ceremony and the subsequent roundtable discussion in full length.

Vice Captain Wang gave the delegation a tour to the IPR showroom at the headquarter showcasing various seizures of counterfeit products of both Chinese and international brands including quite a few brands that were present. Wang gave a comprehensive introduction of these cases, as well as some of the impressive awards they’ve won along the years.

After the tour, Captain Zhou Wei gave a warm speech and welcomed again the QBPC delegation. Zhou exhibited his familiarity with IPR criminal protection matter in various industries and talked about their close cooperation with online trade platform such as Alibaba and foreign enforcement agencies. He specially stressed the resolution by the Corps to firmly crackdown IPR related crimes under his leadership and assured everyone present that Chongqing Police is willing to take any leads or cases with a local connection to his jurisdiction.

On behalf of the delegation and QBPC, Steven Wang gave a brief review of QBPC, its structure, past work done in the IPR front and thank Chongqing Police for the reception. After that, Zhou and Wang signed and exchanged the Memorandum of Understanding (MOU) on further enhancing cooperation on fighting against IPR crimes and sales and production of shoddy commodities.

Representatives from Unilever presented an appreciation plaque to the Investigation Corps immediately after the brief signing ceremony, citing their heart felt gratitude and acknowledgement for the professionalism and full support they had received in a recent major criminal case they worked with Chongqing police.

During the subsequent roundtable discussion, Chongqing Police invited every representative from member company to freely talk about any concerns, issues or leads of interest. Some of the comments and issues regarding real-life cases were addressed and dealt with on the spot at the meeting with relevant captains of jurisdiction. The QBPC delegation was very impressed with the down-to-earth, practical and unassuming style as exhibited by the Chongqing police. 

The roundtable ended in a friendly matter, with everyone considering the whole event a success and a start to promote mutual understanding and formalize cooperation between the two parties along the course of IPR protection in this important south-western region of China.
