Exchange Meeting between QBPC and Tianjin EFDSSD

On April 14, Quality Brands Protection Committee of China Association of Enterprises with Foreign Investment (QBPC) and the Tianjin Environment, Food, Drug, Safety Security Department of Public Security Bureau (Tianjin EFDSSD) successfully held an exchange meeting and signed memorandum of cooperation on criminal protection.


Li Jianxun, Chief Captain of the Tianjin EFDSSD, and Michael Ding, Chair of QBPC, made opening speeches. Chief Captain Li introduced the achievements of Tianjin Public Security Bureau in strengthening police-enterprise exchanges, deepening police-enterprise collaboration and combating infringement and counterfeiting crimes in recent years. Meanwhile he expected to leverage the memorandum as an opportunity to build peaceful society and seek common development, continuously expand the ways and modes of collaboration, and contribute to the "Ten Actions" of Tianjin and the construction of socialist modernization metropolis. Michael Ding, introduced the organization, positioning and focuses of QBPC, including following up on IP laws and regulations and making suggestions; maintaining communication and cooperation with central and local law enforcement agencies to jointly promote further optimization of IP business environment; assisting members in capacity building and strengthening international exchange and cooperation. Michael Ding also expressed his expectation that after the signing of the MOU, the two sides could deepen police-enterprise cooperation and explore new approaches and practices to combat infringement and counterfeiting in criminal justice.


Then, in order to further strengthen the exchange and collaboration on IPR criminal protection, form synergy, intensify the efforts to combat and prevent IPR infringement crimes, and establish a long-term mechanism for IPR protection, the two sides signed the Memorandum of Cooperation on IPR Criminal Protection.

 

Nora Zhang, Vice Chair of the QBPC Best Practices/Enforcement Committee, moderated the interactive session, in which representatives from 6 Industry Working Groups (IWG) of the QBPC, namely, Food Beverage & Alcohol IWG, Personal Care IWG, Automation & Electric IWG, Automotive IWG, Agricultural IWG, Pharmaceutical & Medical Devices IWG, with their focus on industry characteristics, introduced the trend of counterfeiting and counterfeit sales in their respective industries and existing problems in IPR protection, and expressed their appreciation to Tianjin Public Security Bureau for their hard work in combating infringement and counterfeiting crimes.


Subsequently, Wuqing Branch shared a joint enforcement action by the executive branch and the public security department when investigating a case of sale of counterfeit and shoddy agricultural products. In the process, the Wuqing Branch held the principle of meticulous operation, in-depth investigation and clustering campaign to solve the case. Through big data resources, accurate research and judgment, the branch tracked down the criminals through following the clues and, struke the whole chain of crime, which strongly deterred illegal activities and crimes, purified the pesticide market, thus ensuring agricultural safety. In addition, the Wuqing Branch also shared its initiatives to combat infringement of registered trademarks, trade secrets and copyright crimes.


The Fifth Division of the EFDSSD shared a series of cases of manufacturing and selling counterfeit steel pipes of famous brands, including case background, investigation overview, investigation process, and best practice and high lights. According to the representative of the fifth division, good communication and collaboration between police and enterprises was the key to the successful detection of the case. The success was also attributable to obtaining key evidence through in-depth research, seizing the suspects through painstaking investigation and eradicating the gray industry chain by tracing the root cause.


Finally, the head of the EFDSSD spoke highly of the event as pragmatic and effective as well as expected to continue to deepen collaboration and cooperation with the QBPC, conduct in-depth discussions on specific industry problems, strengthen professional interoperability, enhance cooperation in intelligence study, sharing case clues, analysis of industry pattern, etc., so as to provide strong support for strengthening IPR criminal protection and optimizing business environment. Michael Ding expressed his heartfelt thanks to the leaders and police officers of the Tianjin EFDSSD, and looked forward to more in-depth and effective cooperation between the two sides!
